  • The Permit Counter closes at 4:00 PM daily (Monday - Friday).

Important Announcement:

Beginning January 1, 2026, the Building Department will discontinue walk-in permit services for contractors. Building Department walk-in permit services will remain available for owner-builders.

All Zoning permits are required to be submitted electronically. Applicable projects include fences, turf, pavers, concrete, driveways, trees, backyard chickens, banner signs, and zoning pre-approvals.

All online permit application submittals for the Building and Zoning Departments must be submitted online at: https://bsaonline.com/CD_PermitAjaxApplication/ApplyForPermit?applicationGuid=ed7290b4-c94d-49bc-bc50-d217a81c732e&propertyGuid=0&projectGuid=0&uid=3123.

Attention Owner-Builders: Statute requires you to sign your permit application at the Building Department counter. One of our permit techs will notarize your signature at no charge. Please note, if your plans are digitally signed and sealed, you will be required to submit all documents digitally via our permitting portal. 

We are now able to accept permit payments online!

Please note, this only applies to newer permits.
You will still need to print your permit package and post on the jobsite prior to your first inspection.

All submissions for building permits must be compliant with the minimum requirements contained in the 8th Edition (2023) Florida Building Codes and the 2020 National Electric Code.

For Building Permitting, Construction Plan Review, and Inspection questions: Please check your email first, as emails are sent with permit submittal comments, plan review comments, and information about failed inspections. We want to help you as quickly as possible, and often checking online is the fastest way to answer most of your questions.

You can then ask the Inspector any questions you may have about your inspection, including their estimated time of arrival.   • Find your record: Use the search bar to look up your permit number or project address.
  • View details: Click "Go to record" to access your complete permit information.
  • Get contact info: Scroll down to the "Inspections" section. The name and contact information for your assigned inspector will be listed there under the inspection date.

Zoning Pre-Approval & Planning and Zoning questions concerning setbacks, side yards, height limits, minimum lot sizes, lot coverage limits, fences, signage, variances, accessory dwelling units, or structures located in the historical district, please contact the Planning and Zoning Department at 407-877-5156.

Fire Inspection/Plan Review questions concerning fire suppression, fire alarms, fire sprinklers, or hood suppression systems, please contact the Fire Inspection Division at 407-877-5175, ext. 6399. Inspection requests for new or renovated buildings will require a 24-to-48-hour notice. A fire inspector will contact those who are requesting inspections to set up a time and date for the inspection.

Building Projects

The State of Florida requires you to get a permit for most projects, except for items such as replacing cabinets, floor coverings, and painting.

If you are unsure if you need a permit, contact the building department. Failure to obtain the proper permit prior to project commencement will be subject to code enforcement action and charged up to three times the regular permit fee.

  • Your Building Permit application may require a Zoning Pre-Approval Permit. Please click on “submit permit requests” for a list of projects that require Zoning pre-approval.
  • Permit fees, in general, are based on the cost of the project.
  • The base fee is $30 for any project up to $1000.
  • Projects exceeding $5,000 ($15,000 for mechanical (A/C) work) will require a Notice of Commencement (NOC) to be filed for your permit. The NOC is recorded with Orange County Comptroller’s Office and a certified copy is required to be submitted to the Building Department and a copy is to be posted on the jobsite prior to your first inspection.  
  • All subcontractors must be listed on the application. They will be permitted with the primary contractor. This includes pools and mechanical permits when an electrician is needed.
  • A Limited Authorization form will be needed from each of the licensed subcontractors listed on the permit application, i.e. electrician, plumber, etc.
