The Winter Garden CRA made a strategic decision in 2016 to pivot and focus on the revitalization of the Historic East Winter Garden Neighborhood. The first investment was in developing a master plan for the neighborhood. The City and CRA jointly selected Dover Kohl and Partners to spearhead the planning efforts. Many community meetings, charrettes, and technical meetings were held with a great deal of community input and support. In 2018, the City adopted the East Winter Garden Plan and began implementation.

One of the implementation tasks of the adopted Plan was to extend the CRA. In 2022, the City, in conjunction with Orange County, extended the Winter Garden CRA for 10 years. The Winter Garden CRA has pledged to spend 75% of the CRA funds over the next 10 years in Historic East Winter Garden Neighborhood. These funds will assist in implementing the CRA and East Winter Garden Plans. 

One of the recommendations of the East Winter Garden Plan was to create an organization that represented and celebrated the community. The One Winter Garden organization was established to bring the neighborhood and City together to work as partners in revitalizing the neighborhood.

On February 8, 2024, the City of Winter Garden Commission passed a resolution to officially designate the East Winter Garden area as Historic East Winter Garden Neighborhood.
